Oh it's XEyes in javascript, cool! I had XEyes or a variant of it on my Linux desktops for years, although it just watched the mouse it didn't hover around it! There's probably a version for Windows out there somewhere.

Well if I really wanted to be cocky I'd have told you it was first made in 1988 for the NeWS (NeXT Window System I think), by Jeremy Huxtable (aparently), and the X Window System verion was written by Keith Packard for the MIT X Consortium, so :P nyah!

Ok so I didn't research all that, I just copied the info from the program's manual page.
